In line with the implementation of Phase 1 of Subicwater’s 2020 Sewerage Master Plan and in consideration of the growth and planned development within the Subic Bay Freeport Zone, two (2) sewage treatment plants (STPs) at Subicwater and Sewerage Co. Inc. were recently upgraded. The capacities of these two STPs, which were constructed by the Americans way back in 1960s, are no longer enough to serve the entire wastewater flow being received by the sewerage system. The treatment technology (digester and anaerobic treatment) is not sufficient to provide the BOD/COD removal required resulting to a non-compliance with the effluent quality standards particularly BOD, COD, Oil & Grease and Total Suspended Solids.

Binictican STP (S-6504) has been upgraded from 365 cum/day to 500 cum/day employing a treatment process using modified Complete Mix Activated Sludge System (CMASS). It receives domestic waste from the housing areas in Binictican and portion of Samahan Heights.

Likewise, Enron SBR STP (S-1814) which serves the former Naval Supply Depot, Royal Duty Free Shops, Pol Pier, Subic Power Plant, former George Dewey High School and the Subic Bay Industrial Park was upgraded from 254 cum/day to 2,500 cum/day. This STP employs a dynamic Sequencing Batch Reactor (SBR) system to treat the wastewater coming from the surrounding area.

After the refurbishment, the effluent from two STPs is now in full compliance to environmental regulatory standards.

Last August 14, 2009, a ceremonial commissioning of Enron SBR STP was held and attended by Subicwater’s Board of Directors.
